More details have been released on the sentencing of a Piqua man in Common Pleas Court earlier this week.
Bernard Hartman (pictured), 20, was sentenced to three years community control and ordered to pay court costs and attorney fees for sexual imposition
Hartman was labeled a Tier I sexual offender and will have to register his address with the sheriff's office for 15 years.
The incident established that Hartman touched a minor, who was fully clothed, on the outside of the minor's clothing.
A professional evaluator of Hartman concluded that he is chronologically an adult, anyone dealing with Mr. Hartman on even a superficial level would understand that he is still in need of appropriate guidance and supervision, and is clearly childlike in his presentation, demeanor, and certainly his problem solving. This means he does not function and will never function as an adult.
The victim's family did not want Hartman to be incarcerated because of his condition, but did want him registered as an offender.
Hartman will be under the supervision of the Adult Parole Authority for three years.
In February, Hartman pleaded guilty to sexual imposition.
