On Sunday afternoon, shortly after 3:00 PM, Logan County Sheriff’s Deputies responded to Dollar General on U.S. 68 in Belle Center after a woman was seen slouched over the wheel of a running car.

The woman, Heather McGinnis, 39, of Dunkirk, appeared staggering, unable to stand properly, and was having trouble holding items.

Deputies believed she was under the influence of an unknown substance.

McGinnis refused to submit to field sobriety tests and was placed under arrest.

When deputies tried to handcuff her, McGinnis resisted, pulling away, throwing herself to the ground, and thrashing.

Deputies were finally able to place her in handcuffs, and during a search of her person, they saw a needle with an orange cap fall from her pants and removed another needle from her other pant leg.

A blue pill (Viagra) and a blue glass bottle were also found.

McGinnis was transported to the Logan County Jail.

During the ride, she admitted to having a baggie of marijuana.

At the jail, deputies recovered two baggies from her person, one containing a white powder (she said cocaine, 21.75 grams) and the other gray powder (she said was absinthe).

Jail staff also found a piece of a plastic baggie with Xanax under her dentures.

McGinnis was booked on charges of illegal conveyance of drugs onto the grounds of a detention facility, possession of cocaine, operating a vehicle under the influence, and resisting arrest.
