Hillclimber Solar withdraws application for Champaign County project

Hillclimber Solar, LLC has officially withdrawn its application with the Ohio Power Siting Board for a proposed large-scale solar and battery storage project in Champaign County.

The application, filed Feb. 9, 2026, sought approval for a 116.5-megawatt solar-powered electric generating facility along with a 40-megawatt battery energy storage system.

In a formal filing to the Ohio Power Siting Board, Hillclimber Solar requested that the case be dismissed without prejudice and that the record be closed. The filing also noted that the company, or one of its affiliates, reserves the right to submit another application for the project at a later date.

RWE, the parent company behind the project, confirmed the withdrawal in an official statement released Tuesday.

“At this time RWE is withdrawing the OPSB permit application for the Hillclimber Solar project as we assess the best path forward for the project. We will continue to consider how we can best meet the energy needs of Champaign County and Ohio and remain committed to engaging with the local community to deliver more safe and reliable power to meet rising demand.”

The proposed project had drawn attention locally as one of several utility-scale solar developments proposed across western Ohio in recent years. The withdrawal pauses the current approval process, though the company indicated future plans for the project remain possible.
