Joshua Artis, 45, of Bellefontaine, is facing felony charges following a domestic dispute early Thursday morning.
Bellefontaine Police were called shortly before 3:00 AM to a home on Lawrence Street after a concerned person reported hearing a woman screaming for help, followed by a man telling her to “shut up” and “get inside.”
Officers responded to the area, heard a woman screaming, and found the woman in the front yard.
She told officers she and Artis had been arguing after he returned home intoxicated.
She said she went outside to get away from him, but Artis continued trying to get her back inside.
The woman said she did not have her phone and was unable to call for help.
She told officers Artis had taken her phone after she said she was going to contact law enforcement.
She also claimed he had earlier left the residence but returned by climbing through a window.
The woman later said Artis grabbed her and dragged her toward the residence as she tried to leave.
She said she lost her flip-flops during the struggle and was dragged across the concrete.
Officers observed a fresh cut and scrapes on her forearm, along with additional scrapes on her back and other areas consistent with being dragged.
A bruise was also seen on her lower back, although officers could not confirm it was related to the incident.
The woman declined to have photographs taken of her injuries and did not provide a written statement.
Artis was arrested and transported to the Logan County Jail.
A criminal history check showed Artis has a prior domestic violence conviction, elevating the domestic violence charge to a fourth-degree felony.
He was also charged with disrupting public services and abduction.
