According to the Logan County Sheriff’s Office, deputies were called to the 3000 block of State Route 68 South in Bellefontaine Saturday afternoon, after calls reporting a man walking in traffic and waving his arms.
When deputies found the man, he ran toward patrol vehicles and said he had recently helped a woman move to the area and needed a ride back to Springfield.
Deputies reported the man seemed extremely nervous, was unable to stand still, and avoided eye contact.
With his consent, deputies searched his person and found several pieces of jewelry inside his jacket, a screwdriver, and other items.
A clear bag with green and white crystal-like residue was also discovered.
The substance was tested and returned a positive result for methamphetamine.
The man was identified as 51-year-old Russell Highmiller.
Highmiller admitted he also had drug pipes in his jacket sleeves.
Deputies found multiple pipes and related paraphernalia during the search.
Highmiller was arrested and transported to the Logan County Jail, where he was booked on charges of drug possession and drug paraphernalia, both fifth-degree felonies.
