NOTICE OF PUBLIC HEARING
Logan County intends to apply to the Ohio Development of Development for funding under the Community Development Block Grant (CDBG) Program, the HOME Investment Partnership Program, and other related state and federally funded programs administered by the State of Ohio. The County is eligible for several different types of PY 2026 programs providing the County meets applicable program requirements. Logan County may apply for funds from the following CDBG/HOME funded grants administered by the Ohio Department of Development/Office of Community Development (ODOD/OCD) as projects become available: Community Housing Impact and Preservation Program (CHIP which may include CDBG, HOME, and OHT funds), Community Development Block Grant Critical Infrastructure Grant, Discretionary Flex Grant Program, Discretionary Flex Downtown Revitalization Grant Program, Residential Public Infrastructure Grant Program, Economic Development Loan and Public Infrastructure Grant Program, Emergency Shelter Grant Discretionary Program, and the Economic Development Revolving Loan Program. The State of Ohio anticipates it will receive approximately $80 million from HUD to distribute on a statewide basis, based on the Consolidated Plan submitted to HUD. The Consolidated Plan contains additional information on the Community Development Block Grant (CDBG)/ HOME Program, a federally funded program administered by the State and funded by HUD.
Logan County with the City of Bellefontaine as a partner intends to apply for the PY2026 CHIP competitive grant administered by ODOD/OCD. Logan County shall coordinate with the City of Bellefontaine to form a partnership. The maximum award for the partnership will be $700,000.00. Logan County’s budgeted amount is $400,000, and the City of Bellefontaine’s is $300,000.
Logan County anticipates it will be eligible to apply for up to $500,000 in CDBG Critical Infrastructure funds. Grants of up to $750,000 are available for the Residential Public Infrastructure Grant Program. Grants of up to $500,000 are also available for Economic Development and Public Infrastructure. Grants of up to $250,000 are available for the Discretionary Flex Grant and Discretionary Flex Downtown Revitalization Grant Programs. The CDBG Critical Infrastructure Grant applications are due to the State in June 2026. The other grant programs listed have an open cycle beginning at other times of the year.
A public hearing will be held on Thursday April 30th at 10 a.m.; at the Logan County Board of Commissioner’s office, located at 117 East Columbus Avenue, Bellefontaine, Ohio 43311. This meeting is intended to provide citizens with pertinent information about the State of Ohio Community Development Block Grant Program and the Community Housing Impact and Preservation Program, including an explanation of eligible activities and program requirements. The programs can fund a broad range of activities including economic development projects; street, water supply, drainage, and sanitary sewer improvements; park acquisition and improvements; demolition of unsafe structures; and rehabilitation or repair of housing (CHIP) and neighborhood facilities. The activities must be designed to primarily benefit low-to-moderate income persons, aid in the prevention or elimination of slums and blight or meet an urgent need of the community. Logan County may use Economic Development Revolving Loan Fund to supplement grant projects.
A second public hearing will be held on a date to be announced to solicit comments and public input about specific activities proposed for the PY2026 CDBG Community and CHIP projects.
Citizens and local officials are encouraged to attend this meeting on 04/30/2026, to provide their input on Logan County’s CDBG and CHIP programs.
