A 59-year-old Springfield man was arrested Friday night in Urbana on suspicion of operating a vehicle under the influence, expired registration and an open container violation.
According to the Urbana Police Division, officers were dispatched around 7 p.m. Aug. 21 to the Cobblestone Hotel on Lewis B. Moore Drive after receiving an anonymous report that a man was drinking and appeared to be under the influence.
Officers later observed the vehicle leaving the hotel parking lot. Police said the vehicle turned without using a turn signal and was later stopped after officers determined its registration was expired.
The driver, identified as Roger Poplin, 59, of Springfield, was found to have a strong odor of an alcoholic beverage, bloodshot and glossy eyes and slurred speech, according to the report.
Police said Poplin was asked to complete standardized field sobriety tests but declined. He was subsequently placed under arrest.
Officers reported finding four bottles of Michelob Ultra in plain view on the passenger-side floorboard. Two bottles were empty, one was partially empty, and one remained sealed.
After being taken to the Urbana Police Division, Poplin was asked to provide a breath sample and refused, according to police.
Poplin was transported to the Tri-County Regional Jail.
He was charged with OVI, a first-degree misdemeanor; expired registration, a minor misdemeanor; and having an open container of beer or intoxicating liquor in a prohibited area, a minor misdemeanor.
Poplin was scheduled to appear in Urbana Municipal Court Tuesday, Aug. 25, at 8:30 a.m for arraignment.
