The Bellefontaine Board of Education met in regular session Monday night and approved several personnel issues before being criticized by a citizen for two recent rehires.
Rick Reed, of Bellefontaine, addressed the board and was critical of the way the board recently approved the resignation and rehire of Superintendent Brad Hall. The man recalled a previous meeting when District Treasurer John Wasson noted the difficult financial situation the district found itself in. The man observed that if the district was in serious financial condition as Wasson claimed, the board should have followed precedent when rehiring Hall, bringing him back at a reduced salary.
Reed noted that when a similar situation presented itself in the past, specifically with teachers, the board would accept a teacher’s resignation and then would rehire the teacher at a reduced salary, since the teacher would also be collecting his or her retirement. In Hall’s case, the board agreed to the resignation, but then opted to allow Hall to receive the remaining yearly compensation for the remaining two years of his five-year contract.
He said that if the school board chose to bring Hall back at a reduced salary of $100,000 per year, the district would have been able to save approximately $70,000 over two years.
He also mentioned a similar situation involving recently rehired Director of Instructional Services Shanel Henry. Ms. Henry also recently retired, and the board chose to bring her back at her same salary. By doing so, the school board will end up spending approximately $25,000 that could have been saved.
Before the public comments, Superintendent Brad Hall reported that he recently received a call from the Logan County Health District. The agency reported that the school district received a score of 65 out of 100 on the district’s tobacco use policy. According to Hall, the current policy states that tobacco is prohibited on all campuses in the district, except in designated areas.
The problem, according to the Health District, is that there are no signs posted stating what areas are designated for using tobacco products. If, according to Hall, the district approves a rewording of the policy eliminating the language of designated areas, the score the district would receive would be 95 out of 100. The board later approved the rewording of the policies.
In his report, District Treasurer Josh Wasson informed the board that the district’s cash balance is in line with his projections. He also said that he is hearing that the State Legislature is continuing to debate funding, and he expects to hear something by the end of the month. He also asked that the board approve several appropriations that would move funds between accounts in keeping with the budget.
Wasson also asked the board to approve temporary appropriations that would carry the district into the new fiscal year.
The board approved all of the appropriation requests.
