In Bellefontaine, the City Council passed a temporary moratorium on new solar projects during their regular session Tuesday evening.
Councilman Nick Davis provided details on the decision, which halts solar developments within the city for now:
The council also discussed several topics with city administration including negotiations with the police and fire departments for a three-year contract renewal, budget preparations, natural gas rates, and possible new hires within the fire and police departments.
Interim Fire Chief, Brian Wilson, informed the council that Fireman Fausnaugh resigned from the department for personal reasons, effective immediately.
The council took the following action during the legislative part of the meeting:
Ordinances for 1st reading:
- R24-68 a. A resolution approving and adopting an updated procurement and purchasing policy for the City of Bellefontaine, Ohio. Adopted with a 100% vote.
- R24-69 b. A resolution authorizing the Service-Safety Director and/or Police Chief to execute any and all documents necessary to apply for and accept a Firehouse Subs Public Safety Foundation grant for 2025. Adopted with a 100% vote.
- R24-70 c. A resolution authorizing the Service-Safety Director and Fire Chief to accept on behalf of the City of Bellefontaine laptop computers from the Ohio Hi-Point Career Center as a gift. Adopted with a 100% vote.
- R24-71 d. A resolution imposing a temporary moratorium on the acceptance, consideration, and/or granting of any zoning or other permits or applications relating to any small solar facility within the City of Bellefontaine. Adopted with a 100% vote.
- 24-72 e. An ordinance approving the Maris Park Phase III Subdivision dedication plat containing 11.794 acres in Jefferson Township and declaring an emergency. Passed on first reading only with a 100% vote.
- R24-73 f. A resolution authorizing the City of Bellefontaine to participate in an Ohio Department of Transportation let project for bridge repairs and authorizing the Service Safety Director or Engineer to execute all documents relevant to the program services. Adopted with a 100% vote.
Ordinances for 2nd reading:
- 24-61 a. An ordinance eliminating the full-time Security Officer position for Bellefontaine Municipal Court and reclassifying said position as the Municipal Court Deputy Bailiff and declaring an emergency. Passed on second reading only, with a 100% vote.
- 24-62 b. An ordinance authorizing and creating two new part-time Deputy Bailiff positions for Bellefontaine Municipal Court and authorizing the Municipal Judge and Clerk of Court to take the necessary action for the hiring of said new Deputy Bailiffs and declaring an emergency. Passed on second reading only, with a 100% vote.
- 24-63 c. An ordinance providing for compensation for the Municipal Court Chief Bailiff position and declaring an emergency. Passed on second reading only, with a 100% vote.
- 24-66 d. An ordinance to approve, adopt, and enact the 2024 replacement pages to the Codified Ordinances of the City of Bellefontaine. Passed on second reading only, with a 100% vote.
- 24-67 e. An ordinance authorizing and directing the Service-Safety Director to accept on behalf of the City of Bellefontaine an interest in certain real estate located adjacent to the Bellefontaine Cemetery to be used for municipal purposes and declaring an emergency. Passed on second reading only, with a 100% vote.
Ordinances for 3rd reading:
- 24-60 a. An ordinance authorizing the Service-Safety Director and Police Chief to enter into a memorandum of understanding with the Mac-a-Cheek Learning Center for the provision of a seasonal school resource officer. Adopted with a 100% vote.
