Commissioners present flag to local Navy veteran

On Tuesday morning, the Logan County Commissioners honored Navy veteran Rick Payne by presenting him with the American flag that flew above the Logan County Courthouse during June 2025.

The commissioners expressed their gratitude for his dedication, both in uniform and at home in Logan County.

Payne served in the United States Navy from 1988 to 1992, stationed aboard the USS Scott (DDG-995), a guided-missile destroyer.

During his service, he was awarded several honors, including the Meritorious Unit Commendation, the Sea Service Ribbon, the National Defense Medal, the Southwest Asia Service Medal, and the Good Conduct Medal.

Originally from Shelby County, Payne graduated from Lehman Catholic High School in 1986.

He currently resides in Bellefontaine with his wife, Theresa.
