Bellefontaine Police were wrapping up a call at an apartment complex on Pratt Street Friday when they observed Jesse Houchins get in a car and leave.
Houchins had an outstanding warrant out in Logan County for previous drug charges.
Officers pulled over Houchins on Lawrence Street near Garfield Avenue.
Police arrested Houchins and were given consent to search the vehicle.
Authorities found a small black bag that contained a suspected crack pipe.
Houchins admitted the pipe was his and he used it to smoke crack.
He was lodged in the Logan County Jail on his warrant and was given an additional charge of possession of drug paraphernalia.
