Bellefontaine Police arrested a local man Friday evening after reports that he was intoxicated and armed with a handgun at his apartment on Kristina Drive.

Officers were dispatched to Kristina Drive shortly after 8:30 PM, after a caller reported that the man had a handgun at his side and threatened to shoot them.

Dispatch later received another call describing the man as wearing a camouflage jacket.

When they arrived on the scene, officers evacuated neighboring apartments and used cover while attempting to make contact with the occupant.

The man, later identified as 47-year-old Franklin Howard, exited his apartment shortly afterward.

Officers confirmed he was not displaying a firearm and took him into custody without incident.

Howard was visibly intoxicated, with slurred speech and bloodshot eyes.

Inside the apartment, officers found a Sig Sauer P365 handgun chambered in .380.

Victims told police that Howard had threatened them and displayed the handgun outside his apartment, escalating tensions.

A witness reported seeing Howard with the gun during a dispute with neighbors.

Howard was arrested and booked into the Logan County Jail on charges of weapons under disability, having weapons while intoxicated, and aggravated menacing.

Howard has a criminal history, including six OVI convictions and multiple public intoxication arrests.
