The Logan and Champaign County Crisis Intervention Team (CIT) program celebrated statewide recognition for two local leaders at the Ohio CIT Conference on April 8, 2026, at the Quest Conference Center in Columbus.
Lieutenant Tim Klingelhofer, Jail Administrator for the Logan County Sheriff’s Office, was named 2025 CIT Corrections Professional of the Year, while Julie Wilcox, MA, LSW, Behavioral Health Care Coordinator and Crisis Therapist, earned 2025 CIT Health Professional of the Year.
The CIT Corrections Professional of the Year Award honors corrections staff who demonstrate outstanding leadership in applying CIT principles, improving safety through de-escalation, supporting individuals with mental health and substance use disorders, and strengthening coordination with behavioral health providers. Lt. Klingelhofer was recognized for his work at the Logan County Jail, where he expanded treatment and peer support resources, improved crisis responses, and fostered a culture of accountability and compassion. Sheriff Randy Dodds attended the conference to congratulate him.
The CIT Health Professional of the Year Award recognizes behavioral health professionals who excel in crisis response and collaboration with law enforcement. Julie Wilcox was honored for her work providing real-time crisis support, building trust with individuals in crisis, and connecting them to appropriate care across Logan and Champaign Counties.
Also recognized was Leslie Massie, Public Safety Telecommunications Professional with the Champaign Countywide Communication Center, who was nominated for CIT Public Safety Telecommunications Professional of the Year for her skilled use of CIT principles during crisis calls, ensuring safe and compassionate responses from dispatch.
The awards are part of Ohio’s statewide CIT program, supported by Northeast Ohio Medical University and its Criminal Justice Coordinating Center of Excellence. CIT is an evidence-based model that unites law enforcement, behavioral health providers, and community partners to improve responses to individuals experiencing mental health and substance use crises.
The Mental Health, Drug and Alcohol Services (MHDAS) Board and Logan & Champaign County CIT coordinators expressed their gratitude to Lt. Klingelhofer, Wilcox, Massie, Sheriff Dodds, and all CIT partners for their leadership and commitment to strengthening crisis response systems across the counties.
