Repeat OVI offender arrested after wild drive from Froggy’s

A man with a history of OVI convictions was arrested Saturday night after reportedly driving recklessly from Froggy’s at the Lake and nearly hitting multiple cars.

Logan County Sheriff’s deputies responded around 9:30 PM after several 911 calls came in about a black Cadillac swerving all over the road on State Route 117 and later County Road 130.

Callers said the driver nearly caused several head-on crashes and was coming from the popular lakeside bar.

One caller said the vehicle had sat at a stop sign for an unusually long time before speeding off and nearly hitting a mailbox.

Another witness told deputies the Cadillac passed him aggressively and barely missed hitting five other vehicles.

Deputies eventually tracked the vehicle to a driveway on County Road 130 in Huntsville.

While speaking with witnesses, they saw the black Cadillac attempting to leave again.

When they stopped the vehicle, they found the driver — later identified as 28-year-old Kevin Lycans of Urbana— shirtless, shoeless, and wearing only swim trunks.

Deputies noticed that he smelled like alcoholic beverages and showed several signs of intoxication.

They also found an open container in the center console and several others in the vehicle.

Lycans had trouble standing and initially refused to identify himself, only giving his name after being asked multiple times.

Deputies later found Lycans’ ID in the car, revealing he was driving under an active OVI suspension.

Lycans refused to take field sobriety tests or a breathalyzer.

At the jail, he became combative, punching shower fixtures before being restrained.

He is now facing charges of OVI, driving under OVI suspension, refusing a chemical test with prior OVI,  and failure to disclose personal information.

Lycans has three prior OVI convictions — from 2017, 2019, and 2023.
