Thor Equities proposal headed to Urbana City Council following mediation in court case

The City of Urbana says it has reached a proposed framework with Thor Equities following two court-ordered mediation sessions. The proposal will now go before the Urbana City Council and the federal court for approval.

The following is a statement released by the city’s director of administration, Spencer Mitchell.

The City of Urbana announces that representatives of the City and Thor (Equities) participated in court-ordered mediation sessions held Monday September 21, 2026, and again on Friday September 25, 2026.

These mediation sessions resulted in a proposal by Thor to be presented to Urbana City Council. The proposal outlines a framework for potential resolution of the pending matter between Thor Equities, LLC and the City of Urbana, Ohio in the Federal District Court for the Southern District of Ohio.

Under the terms discussed, the proposal must be formally approved by the Urbana City Council and by the Southern District Court of Ohio before the case can be settled or a final agreement reached.

City officials remain committed to a fair, transparent, and constructive process. The City will continue to keep the public informed as the matter progresses through the required approvals.
