Two arrested after dispute turns into property damage and threats

Two men were arrested Tuesday after a neighbor dispute on South Detroit Street escalated into property damage and threats toward police.

Bellefontaine Police were called to the 1300 block of South Detroit Street for a complaint about a dispute involving a dog.

When officers arrived, they noticed a large cloud of white smoke coming from a nearby trailer area.

Property owners told officers they had recently purchased the trailer lots and were having ongoing problems with 35-year-old Isaac Powell, who was not a tenant and had not been paying rent.

They said they are currently working through the eviction process.

The owners reported that as officers arrived, Powell got into his truck and spun the tires on a concrete pad, leaving heavy black marks and causing damage.

They also provided surveillance video of the incident.

Officers reviewed the video, which showed the truck doing a burnout across the entire concrete pad, creating smoke and leaving clear tire marks.

When questioned, Powell said he made the marks earlier while “testing” his truck.

He was taken into custody at the scene.

As officers were placing Powell in a patrol car, another man, identified as 39-year-old Justin Bissell, began yelling and aggressively approached officers.

Police say he hit a truck, pointed at officers, and made threatening comments.

Officers detained Bissell, and both men were taken to the Logan County Jail.

Bissell was lodged on aggravated menacing, and Powell for criminal mischief.
