Urbana City Council meets for third time in April

The Urbana City Council met on Tuesday night to discuss and pass several new ordinances and resolutions before the end of the month.

The first order of business was to discuss the Board of Control’s recommendations for the Council to authorize the Director of Administration to enter into a contract with True Inspection Services, LLC, in the amount of $83,372.12. The money would cover inspection services on the CHP-Urbana Bike Trail Project. True Inspections Services, LLC was chosen after a qualification-based selection process. Funding for the inspection is provided by an ODOT Safety Grant, a LUC Surface Transportation Block Grant, and a local match of $14,751.02 charged to the Capital Improvement Fund. The Council approved the authorization unanimously.

Additional ordinances were heard for the third and final time before being presented for a vote. They include:

  • Ordinance 4423-25: An ordinance to add Section 111.05, “Council Clerk Compensation” to the Codified Ordinances. (passed 7-0)
  • Ordinance 4618-25: An ordinance to approve the final development plan and related plan exhibits for the planned unit development to be known as Dugan Place that was originally approved by Urbana City Council on May 17, 2022 with the passage of Ordinance 4572-22 and later extended for one additional year on May 21, 2024 with the passage of Ordinance 4572-24. (passed 6-1) Councilwoman Stephanie Truelove, representing the fourth ward, voted no to the ordinance.
  • Ordinance 4619-25: An ordinance accepting the annexation of parcels (territory) consisting of approximately 219.986 acres, more or less, in Urbana Township as petitioned by Andrew Wecker, attorney-at-law, appointed as agent by the petitioners: Urbana HealthFacilities, LLC, an Ohio limited liability company; governing board of the Madison-Champaign Educational Service Center; Board of County Commissioners of Champaign County, Ohio; and Organ Farms, LLC, an Ohio limited liability company. (passed 7-0)
  • Ordinance 4620-25: An ordinance to amend Chapter 1102 of the Codified Ordinances. (passed 7-0)
  • Ordinance 4621-25: An ordinance to amend Chapter 1126 of the Codified Ordinances. (passed 7-0)
  • Ordinance 4622-25: An ordinance to amend Chapter 1124 of the Codified Ordinances. (passed 7-0)
  • Ordinance 4623-25: An ordinance to amend Chapter 1129 of the Codified Ordinances. (passed 7-0)
  • Ordinance 4624-25: An ordinance to amend Chapter 1133 of the Codified Ordinances. (passed 7-0)
  • Ordinance 4625-25: An ordinance to update the City of Urbana’s Official Zoning Map to establish City designated zoning classifications for nine parcels that were petitioned for annexation to the City of Urbana on December 3, 2024 and are anticipated to be annexed into the City of Urbana corporation limits on or after May 23, 2025. (passed 7-0)

In new business presented to the Council, Ordinance 4626-25 was read to record. It expresses the City of Urbana’s intent to negotiate jointly with other cities in the region on a one-price schedule under which electric light services shall be furnished to the residents of the city for street lighting. The city is currently under a contract with Miami Valley Lighting. This ordinance would allow the city to join 23 other municipalities in the area to negotiate as a group with Miami Valley Lighting to establish a price schedule.

Two resolutions were passed during the meeting, as well. Resolution 2694-25 authorizes the Director of Administration of the City of Urbana, Kerry Brugger, to prepare and submit the final application to participate in the FAA’s FY2025 Airport Infrastructure Grant (AIG) program and to execute contracts as required. Brugger says the grant money would be used to replace an outdated rotating beacon that currently sits on top of the Grimes Field hangar.

The other resolution, Resolution 2712-25, authorizes Brugger to make an application to the Ohio Department of Transportation, Office of Aviation, for its state fiscal year 2026 Ohio Airport Improvement Program, for general aviation airport repairs. He says it’s to make the runways safer and easier to use.

The council will meet again in regular session on Tuesday, May 6, 2025.
