Urbana City Council meets in regular session

The City Council of Urbana met in regular session on Tuesday to discuss necessary authorizations as the city prepares for construction season.

As the meeting began, the Board of Control recommended that the council authorize the Director of Administration to enter into a contract with Barrett Paving Materials, Inc. for more than $342,000 for the 2025 Asphalt Program. Barrett Paving Materials had the lowest and best bid of the five bids received at a little more than  $325,000. The Engineer’s estimate for this project was $429,000. This expense is charged to various funds and is in the 2025 budget. The council voted unanimously to approve the authorization.

In a second reading, the council heard Ordinance 4626-25. The ordinance expresses the City of Urbana’s intent to negotiate jointly with other cities in the region on a one-price schedule under which it will furnish electric light services to the residents of the city for street lighting. It will need one more hearing before it can be approved in session.

Council members then heard the initial reading of Ordinance 4429-25, an ordinance adopting the tax budget of the City of Urbana, Ohio, for the fiscal year beginning January 1, 2026. Three readings and a public hearing are required before the tax budget can be approved.

In a final action on the night, Resolution 2713-25 was read and voted on. It’s a resolution approving a first amended CRA agreement; approving a
CRA school compensation agreement between the City of Urbana, International Motors USA, LLC (International Motors, LLC), Phoenix BTS, LLC, the Urbana City School District, and the Ohio Hi-Point Career Center. It only requires one reading for the council, which voted to pass the resolution unanimously. Doug Crabill, Urbana’s Community Development Manager, says the new CRA agreement will bring plenty of missing funds to the Urbana School District.

The council will meet again on Tuesday, May 20.
