Bellefontaine Police witnessed several traffic violations Thursday night, prompting a traffic stop on South Main Street in Bellefontaine.
Kenneth Neer, 53, of Urbana, was seen turning left during a red light at the intersection of South Detroit Street and West Columbus Avenue, nearly causing a collision.
Officers followed Neer and saw him drive across the center lines several times. A traffic stop was initiated when Neer pulled into the Speedway parking lot on South Main Street.
Neer was unable to stand upright when he exited his vehicle and officers saw several open containers in his truck.
Neer failed all field sobriety tests he was given and could not provide identification.
A passenger in the truck, later identified as Brian Swank, 55, of Urbana, was also intoxicated. He passed out during questioning by officers.
He was arrested for public drunkenness and lodged in the Logan County Jail.
Neer was taken to the Bellefontaine Police Department for a breathalyzer test. He refused that and a urinalysis. He was charged with OVI and issued a traffic citation.
