Early Thursday morning, Bellefontaine Police were dispatched to a residence on East Spring Avenue in response to a domestic disturbance. Dispatch informed officers that a woman, later identified as Foxi Carter, 41, of Bellefontaine, was kicking the victim’s door.

Upon arrival, officers observed Carter on the porch, yelling at the victim, who was inside the house. Officers instructed her to move to the driveway and attempted to de-escalate the situation.

Carter initially claimed she was at the residence to sleep and identified the victim as a family member. Her explanations were inconsistent.

The victim reported not having communicated with Carter for some time and stated that she was not allowed on the property. The victim described Carter’s behavior as erratic and aggressive, including kicking the door, screaming threats, and stating she would kill the victim and their family. The victim expressed concern for their safety and that of their family and confirmed their desire to press criminal charges.

Carter denied making threats and gave irrelevant responses. Carter was then ordered to turn around and place her hands behind her back for arrest. As she was being handcuffed, she threatened the victim, stating, “When I get back in there, off with your head,” and later admitted to making threats as she was escorted to the police cruiser.

Carter was transported to the Logan County Jail and charged with Domestic Violence under ORC 2919.25(C).
