Joyce E. (Ruhl) Ramsey, 86, of Mt. Victory, passed away peacefully on the morning of September 19, 2026, at The Ohio State University Wexner Medical Center in Columbus.
Joyce was born to the late Margaret and Lawrence Ruhl on March 27, 1940, in Prospect, Ohio. She lived in Prospect until she married Charles Ramsey on June 15, 1958. They moved to Ridgeway, Ohio, and eventually settled in Mt. Victory, where she lived until her passing.
She is survived by her son Tom (Luciana) Ramsey of Columbus, and her 2 beloved grandchildren, Gabrielle Ramsey of Columbus and Spencer Ramsey of New York City, sister Margaret (Ruhl) Pine and her children Dave (Barb) Pine, Cheryl Pine and Amy Barthels of O’Fallon, Missouri.
She is predeceased by her loving husband Charles and son Tracy.
For many years Joyce was the infamous pie baker at the Plaza Inn but was best known as the go-to seamstress for brides, cheerleaders, prom queens, homecoming attendants and anyone who needed custom clothing or tailoring. Joyce was also a long- time member and officer of the Hardin Memorial Hospital Guild, the former United Methodist Women’s Club, Thorns and Roses Garden Club, and the Mt. Victory Library Book Club.
Joyce’s family wishes to thank the community of Mt. Victory, all her friends, and the extended Ramsey family that have helped keep a watch on her these past few years. She loved this community dearly and cherished you all.

Service for Joyce Evelyn Ramsey will be held at 1:00 Thursday, September 24, 2026, at Price McElroy Funeral Home in Mt. Victory with Pastor Jmac Geissinger officiating. Burial will be in Hale Cemetery. Friends may call from 11:00 a.m. to 1:00 p.m. on Thursday, September 24, 2026, prior to the service.
