State of Ohio CDBG-Disaster Recovery Action Plan for Logan County is up for public comment. The new 30-day comment period and re-review by HUD is required because the Action Plan for the March 2024 Tornado has been amended to reflect the following:
Reallocation of the demolition funds to other housing projects, since most of the properties needing demolition have already been taken down privately or through other funds available to the land bank, and remaining properties have been sold and no longer qualify for the grant.
A portion of the funds for single family housing is being designated to something call Reconstruction. This was due to clarification of a HUD term that we did not understand when we wrote the first plan and allows for us to have Habitat build a new house on land that an owner already owned when they lost their original home in the tornado – we estimate that there are 4 or 5 families that would qualify and be interested in this, but it has to be allocated or we couldn’t do it.

Community Development Block Grant – Disaster Recovery (CDBG-DR) PY24 Allocation Plan Substantial Amendment No. 1
As a result of Development needing to reallocate $300,000 in PY 2024 CDBG-DR funds from and remove the Demolition Program, as well as clarify other program design elements of the Action Plan, the state is required to undergo a public participation process to amend the approved Disaster Recovery Plan.
Development will allow interested parties to submit written testimony via email here any time during the 30-day public comment period beginning April 22, 2026. Written comments must be submitted no later than 11:59 p.m. on May 21, 2026. Questions regarding the plan or comment process should be emailed to the Office of Housing Support here.
Developent will host a public hearing on the Draft 2024 Disaster Recovery Allocation Plan Substantial Amendment No. 1 at 10:30 a.m. on April 22, 2026. The hearing will take place in the Lobby Hearing Room of the Rhodes State Office Tower, 30 East Broad Street, in Columbus. Verbal or written testimony may also be submitted at that time. Questions regarding the plans or comment process should be emailed to the Office of Housing Support.
