A 26-year-old Urbana man was arrested after police say he repeatedly contacted someone, made threats and was found parked outside an apartment.
According to a report from the Urbana Police Division, officers were dispatched to an apartment in the 700 block of East Court Street late Wednesday night, September 23, after a report that Timothy Lightcap, 26, of Urbana, was making threats and sitting outside the apartment.
Police said the incident followed a separate report from the previous night involving Lightcap. According to the report, Lightcap had reportedly called the individual around 200 times and made statements that caused concern.
Officers were told Wednesday night that Lightcap had been contacting the individual and another person, telling them that people were watching their apartment and that they should be concerned for their safety.
Police were also shown a text message allegedly sent by Lightcap that stated, “Don’t keep opening the front door.”
Officers located Lightcap sitting in the back seat of a vehicle parked near the apartment complex. According to police, Lightcap denied sending the message.
While speaking with Lightcap, officers reported a strong odor of alcohol, bloodshot eyes, and slurred speech. Police also observed an open can of Bud Ice inside the vehicle.
According to the report, Lightcap acknowledged making more than 200 phone calls the previous day. He was then placed under arrest and transported to the Tri-County Regional Jail.
Lightcap was charged with menacing by stalking, a first-degree misdemeanor, and open container, a minor misdemeanor.
