An Urbana man is facing multiple charges after police say he urinated in public in view of an adult and three children before acting aggressively when confronted.
According to the Urbana Police Division, officers responded around 1:45 p.m. on July 25 to the area of Lincoln Place and North Main Street after receiving a report of the incident.
Police identified the man as 57-year-old Kenneth Garvey. Police said Garvey was seen using the restroom behind a dumpster. When someone called out to him because children were nearby, he allegedly turned toward the group before finishing and then walked toward them in an aggressive manner. Witnesses told him to leave, and he eventually walked north on North Main Street.
Officers found Garvey a short time later near Dairy Queen on North Main Street. According to the report, Garvey admitted he had used the restroom nearby. Officers also noted that his speech was slurred and that they could smell alcohol on him.
Garvey was arrested and taken to the Tri-County Jail.
According to police, this is Garvey’s eighth arrest-related incident of 2026. He is also a repeat offender with previous public indecency convictions.
Garvey is charged with four counts of public indecency—three fifth-degree felonies and one first-degree misdemeanor—as well as one count of disorderly conduct. The felony charges are based on his previous convictions.
A court appearance is scheduled for Monday, Aug. 3, in Champaign County Municipal Court.
