Urbana City Council Passes Teamster CBA and 2025 Budget

The Urbana City Council met Tuesday night to discuss collective bargaining agreements that are nearly expired or already past.

Included in the agenda were the submissions of 2 ordinances for approval:

  • Ordinance 4391-24: An ordinance approving a collective bargaining agreement between the City of Urbana, Ohio, and the City of Urbana Service Divisions Public Employees of Ohio Teamsters, Local Union No. 284, and declaring an emergency. (Passed, 7-0)
  • Resolution 2433-24: purposes which the City of Urbana, Ohio must provide for the fiscal year ending December 31, 2025. A resolution to appropriate money for the several objects. (Passed, 7-0)

Presented to the council for second readings were:

  • Ordinance 4390-24: An ordinance approving a collective bargaining agreement between the City of Urbana, Ohio, and the City of Urbana Firefighters and the Urbana Firefighters Association. l.A.F.F. Local 595, and declaring an emergency.
  • Ordinance 4392-24: An ordinance approving a collective bargaining agreement between the City of Urbana, Ohio, and the City of Urbana Fire Captains & Lieutenants and the Urbana Firefighters Association, I.A.F.F. Local 595, and declaring an emergency.
  • Ordinance 4395-24: An ordinance approving a collective bargaining agreement between the City of Urbana, Ohio, and the City of Urbana Police Patrol Officers and the Fraternal Order of Police/Ohio Labor Council, Inc., and declaring an emergency.
  • Ordinance 4396-24: An ordinance approving a collective bargaining agreement between the City of Urbana, Ohio, and the City of Urbana Police Sergeants and the Fraternal Order of Police/Ohio Labor Council, Inc., and declaring an emergency.
  • Ordinance 4612-24: An ordinance authorizing the Director of Administration to enter into a pre-annexation agreement with Urbana0624C, LLC.

New business that was presented included the first reading of the following:

  • Ordinance 4388-25: An ordinance authorizing the Indigent Defense Agreement with the Champaign County Commissioners to allow the City and County to receive partial reimbursement from the Ohio Public Defender Commission for the indigent expenses in the Champaign County Municipal Court. (Three readings required)

Also discussed in the meeting was how the city is preparing to meet the requirements established by the Environmental Protection Agency’s “Get the Lead Out” initiative. According to Joe Sampson, Water Division Superintendent, Uraban is farther along than originally expected. He said due to construction in such areas as the High Street and the city roundabout, much of the lead pipes have already been removed. He also said it is too early to know just how much more is out there.
