The Bellefontaine Police Department responded to an accident in the parking lot of the Bellefontaine 8 Cinema on Monday afternoon.
Tabbitha Ritter, the driver, was believed to be under the influence as she was disoriented and in and out of consciousness.
The Bellefontaine Fire Department squad arrived on the scene and she was transported to Mary Rutan Hospital.
Ritter was driving with a suspended driver’s license and various pills were found inside the vehicle.
She was combative and belligerent at the hospital where she refused sobriety testing.
Ritter was charged with OVI, Non-Compliance Suspension, Failure to Control, and Possession of Schedule IV & V Drugs.
