An Urbana man is facing multiple misdemeanor charges after police say he interfered with officers and emergency responders assisting an unconscious woman outside a downtown bar early Sunday morning.
According to an Urbana Police Division incident report, officers were dispatched at 12:09 a.m. Sunday, June 28, to Bracken’s, located at 106 Miami Street, after receiving a report of a 38-year-old woman who was unconscious but breathing on the patio.
Police arrived before fire and EMS personnel and found the woman seated in a chair while officers began assessing her condition.
Authorities allege that Mathew Smith became disruptive during the response, yelling profanities at officers and making repeated comments while they evaluated the woman. According to the report, Smith continued shouting despite attempts by others at the scene to calm him down and move him away from the officers.
Police said Smith then moved toward an officer while continuing to yell, prompting officers to order him to step back. After allegedly ignoring commands and continuing his behavior, Smith was warned that he could be arrested for disorderly conduct.
According to the report, Smith continued to resist officers’ attempts to take him into custody, tensing his body and refusing repeated commands to place his hands behind his back before he was eventually handcuffed.
Police reported that Smith appeared to be heavily intoxicated and had a strong odor of alcoholic beverages on his breath. During the arrest, he suffered minor scrapes to his right elbow. He was transported to the Urbana Police Division before being booked into the Tri-County Regional Jail.
Smith has been charged with disorderly conduct while intoxicated, misconduct at an emergency, resisting arrest, and obstructing official business.
The condition of the woman was not released in the report.
