A 36-year-old Urbana man faces two counts of aggravated menacing following a reported incident involving threats against two people on Monday, October 12.

According to the Urbana Police Division report, officers were dispatched to a residence on North Main Street after two people reported that their neighbor, Michael Skinner, threatened to kill them during an argument.

One victim told police the argument began after they asked Skinner to stop making comments about having sexual relations with them. Skinner allegedly threatened to kill both victims and claimed he had killed two people previously.

Police spoke with the landlord, who confirmed the victims had reported the alleged threats to him, although he did not witness the incident.

Officers later located Skinner’s vehicle near West Light Street and North Russell Street. According to the report, Skinner initially appeared to be turning into a residence before speeding away. Officers stopped the vehicle and took Skinner into custody.

Skinner denied making threats and was transported to the Tri-County Regional Jail. Police said he was also subject to a probation holder.

Skinner appeared in court Tuesday, October 13, for arraignment, entered a not guilty plea, and was appointed an attorney. His bond was set at $2,000 cash or surety.

A pretrial hearing is scheduled for November 10 at 2 p.m.

Skinner was charged with two counts of aggravated menacing, both first-degree misdemeanors.
