A woman with two prior OVI convictions was arrested Thursday morning after the Ohio State Highway Patrol received reports of a vehicle being driven erratically along U.S. Route 33 in Logan County.
According to the patrol, troopers were dispatched just before 7:00 AM after a caller reported a vehicle failing to maintain its lane while traveling eastbound on U.S. 33 near State Route 540.
About 13 minutes later, dispatch advised the caller had reported the vehicle was stopped on the shoulder of U.S. 33 near State Route 292.
Troopers located a red 2008 Honda Accord parked along the roadway.
The driver, Tawny Mossor, 37, appeared to be asleep behind the wheel holding a cellphone, according to the report. Troopers said she startled awake when they knocked on the window and appeared tired and disoriented during the initial investigation.
Mossor told troopers she had been traveling from a mechanic in Wapakoneta to a friend’s home.
During the encounter, investigators said she had difficulty keeping her eyes open, struggled with balance, and displayed signs of impairment.
Troopers administered a series of standardized field sobriety tests, during which they reported observing multiple clues of impairment.
Authorities said Mossor had trouble maintaining her balance, leaned against her vehicle for support, and was unable to complete some portions of the evaluation without difficulty.
She was arrested and taken to the Logan County Jail, where she was asked to provide a urine sample.
According to the patrol, she was unable to provide a sample after being given two opportunities over approximately 90 minutes.
Mossor was charged with operating a vehicle while impaired and refusal to submit to a chemical test with a prior OVI conviction.
Troopers noted she has previous OVI convictions from 2015 and 2018.
While at the jail, a Bellefontaine police officer certified as a Drug Recognition Expert attempted to conduct an evaluation, but the assessment could not be completed because Mossor was reportedly unable to stay awake and alert.
During an inventory search of the vehicle, troopers recovered a pink pill, which was collected as evidence and submitted to the Ohio State Highway Patrol Crime Lab for testing.
The vehicle was towed from the scene, and the investigation remains ongoing.
