Wednesday afternoon, Washington Township officers were dispatched to an apartment on Lincoln Boulevard in reference to an assault.
Officers learned that Rita Carter, 60, of Russells Point, had physically assaulted her neighbor.
While speaking with the victim, officers learned that Carter was attempting to steal items from the victim.
When the victim tried to stop her, she assaulted them.
Carter was arrested and transported to the Logan County Jail where she was charged with assault.
