29-year-old Anthony Willoughby of Troy was arrested early Sunday morning after a traffic stop in Bellefontaine led to an OVI investigation.
According to a Bellefontaine Police Department report, an officer was sitting in the 300 block of South Main Street around 11:28 p.m. Saturday when he saw a northbound Ford pickup driving without its headlights on.
The headlights came on as the truck approached the officer.
The officer followed the truck and stopped it in the 100 block of East Auburn Avenue.
Police reported seeing signs of impairment and called another officer to conduct an OVI investigation.
Willoughby told officers he was coming from a wedding and had consumed two 12-ounce alcoholic beverages over the previous four hours.
Officers reported smelling alcohol coming from the vehicle and said Willoughby’s speech was sometimes thick and slurred.
During the investigation, police also reported several clues of impairment during an eye test.
Willoughby declined to perform further impairment testing.
Police then arrested him for OVI.
Officers reported that Willoughby resisted when they attempted to handcuff him and again resisted as they tried to place him in the cruiser.
An Ohio State Highway Patrol trooper assisted officers at the scene.
According to the report, Willoughby continued to resist at the Logan County Jail and was placed in a restraint chair.
A deputy used a conducted electrical weapon to gain compliance.
Willoughby later agreed to a breath test, which showed a blood alcohol concentration of 0.114, over the limit of .08.
He was lodged in the Logan County Jail and charged with OVI and resisting arrest.
