Wednesday night, officers from the Bellefontaine Police Department responded to a crash on Water Avenue.
Dispatch informed the officers that a passerby had found a vehicle off the road, near a telephone pole.
The driver, later identified as Amanda Smith, could not exit the vehicle due to damage to her vehicle.
During a conversation, officers observed the smell of alcohol coming from her and she showed other signs of impairment.
Smith admitted to officers that she had alcohol earlier in the day, and then failed several field sobriety tests.
She was transported to the BPD, where she refused a breath and urine sample and was charged with OVI.
Smith was released to a sober driver.
She has prior OVI convictions from 2002, 2006, and 2018.
